"The consensus" calls for open collaboration as the inevitable choice to overcome challenges and drive innovative development. The automotive industry should actively foster a new global cooperation framework characterized by "openness and inclusivity, innovation-led approaches, and mutually beneficial win-win outcomes," jointly nurturing fresh momentum for the industry's transformation and upgrade.

Here is the consensus from the 2020 World New Energy Vehicle Conference:
In September 2020, key stakeholders from the global automotive industry once again gathered in Hainan, China, to discuss the transformation and sustainable development of the automotive sector. During the meeting, all parties reaffirmed the "Boao Consensus" goal of achieving a 50% global market share for new-energy vehicles by 2035, and reached the following important consensus on accelerating the market-driven development of new-energy vehicles:
1. Facing numerous challenges such as economic downturn and the COVID-19 pandemic, the global automotive market is undergoing a period of profound adjustment. Thanks to strong policy support from governments worldwide and continuous efforts by industry players, new-energy vehicles have demonstrated robust growth against the trend, emerging as a key driver in stabilizing auto consumption and accelerating industrial restructuring. Participants at the meeting unanimously agreed that it is essential to strengthen global cooperation and jointly address these challenges. They emphasized adopting a more proactive and positive attitude toward embracing the next wave of technological transformation, while steadfastly advancing the transformative shift toward "electrification, intelligence, and sharing." By turning crises into opportunities through innovation, we can build a more competitive, stable, and sustainable global automotive industry ecosystem.
2. Globally, the development of new energy vehicles has generally moved beyond the nurturing phase and entered a growth period—but we are still some way from full market maturity. In the next 5 to 10 years, policy support will continue to play an indispensable role. Therefore, we should further innovate policy tools, ensuring that policies remain scientific, consistent, and stable. At the same time, we need to strengthen policy support for the construction of new infrastructure as well as for vehicle usage itself. In particular, local governments must step up their roles even more, accelerating efforts to improve the overall environment for new energy vehicle adoption. Moreover, governments worldwide should adopt innovative regulatory approaches, embracing a prudent yet inclusive stance toward new technologies, products, and business models. This includes fostering a robust policy and regulatory framework—and management systems—that actively encourage innovation in areas such as new energy vehicles, intelligent connected technologies, and shared mobility solutions.
3. Enterprises are the main players in the market-driven development of new energy vehicles. The industry should continuously increase investment in R&D for key technologies related to NEVs, strengthen collaboration with universities and research institutions, accelerate the advancement of cutting-edge foundational research and technology commercialization, and drive continuous product innovation and technological upgrades. Vehicle manufacturers must take the lead in fostering technological innovation, nurturing the industrial ecosystem, and scaling up market promotion efforts. They should further expand applications in the public sector, boost private consumer demand, tap into emerging markets such as rural areas, and meet the diverse needs of consumers. By leveraging technological advancements and economies of scale, the goal is to ensure that pure electric vehicles are essentially ready for full-scale market competitiveness by around 2025.
IV. Safety is a critical prerequisite for the healthy and sustainable development of new-energy vehicles. Currently, safety issues in new-energy vehicles are particularly prominent, yet they remain largely preventable and controllable. Enhancing the safety of new-energy vehicles is a systematic undertaking that requires ongoing, comprehensive efforts to strengthen safety technology research across the entire industry chain. This includes establishing a robust prevention and control framework—encompassing "intrinsic safety, active safety, passive safety, and process safety"—throughout the vehicle's entire lifecycle: from design and manufacturing to usage, maintenance, and eventual recycling. Additionally, it involves leveraging advanced technologies such as over-the-air (OTA) software updates and big data analytics, setting and rigorously enforcing stringent safety standards, and launching industry-wide initiatives aimed at improving quality at every stage. By doing so, we can deliver safe, reliable products and seamless, worry-free mobility experiences to consumers.
5. Electrification, intelligentization, and sharing are advancing in tandem, accelerating their convergence and continuously expanding the industrial chain. There is an urgent need for closer cross-sector collaboration between the automotive industry and industries such as energy, transportation, information communication, and urban planning, working together to co-create a new industrial ecosystem. The automotive sector will actively strengthen the integration of renewable energy sources and V2G technologies, paving the way for a "green and smart" next-generation energy system. At the same time, it will accelerate the adoption of artificial intelligence, big data, and cutting-edge information communication technologies, unlocking more commercial application scenarios for intelligent connected vehicles, scaling up shared mobility services, and fostering seamless integration with smart transportation systems and smart cities.
6. Sustainable economic and social development urgently calls for the automotive industry to undergo transformation and upgrading. The new wave of technological revolution is driving industrial changes and reshaping the landscape, presenting the century-old automotive sector with unprecedented opportunities and challenges. Open collaboration has become the inevitable choice for overcoming obstacles and fostering innovation-driven growth. To thrive in this dynamic environment, the automotive industry must further innovate its cooperation models, expand into broader areas of collaboration, and elevate the quality of partnerships. By deepening global cooperation across key domains such as policy and regulatory alignment, technological innovation, market development, and industrial collaboration, the industry can proactively build a new global cooperative framework characterized by "openness, inclusivity, innovation-led approaches, and mutual benefits." Together, we can unlock fresh momentum for the industry’s transformative journey and sustainable growth.
