Shanxi Province launches pilot construction of smart energy integrating "new energy + electric vehicles."

 

On July 2, Shanxi Province launched a pilot project for smart energy integration of "new energy + electric vehicles," aiming to enhance both the proactive response capability on the electricity demand side and the ability to accommodate renewable energy. This will be achieved by building a collaborative "Internet+" smart energy system that seamlessly integrates "source (new energy) - grid - load (electric vehicles) - storage (batteries)." The initiative also seeks to support the province's comprehensive pilot program for energy revolution reform.

 

 

In recent years, Shanxi Province has witnessed rapid growth in its installed capacity of new energy sources, which has now surpassed 23.4 million kilowatts. Currently, approximately 20 million kilowatts of new energy projects are approved and under construction. As a result, the challenge of accommodating new energy—once limited to specific time periods—has evolved into a persistent issue throughout the day, with the problem of wind and solar power curtailment becoming increasingly prominent. Meanwhile, the province currently boasts around 86,000 electric vehicles, supported by roughly 100 charging operators and about 13,000 charging stations. The peak charging load from electric vehicles can reach up to 800,000 kilowatts, consuming as much as 580 million kilowatt-hours of electricity annually. As the concept of green, low-carbon development continues to gain traction across society, the number of electric vehicles in Shanxi is expected to grow rapidly in the coming years. Considering both the immense pressure faced by the province in integrating and consuming its abundant new energy resources and the swift expansion of the electric vehicle market, Shanxi is leveraging the achievements made through its comprehensive pilot reforms aimed at advancing the energy revolution, as well as deepening the development of its electricity market. By doing so, the province is fostering innovative, collaborative, and intelligent interaction models between "new energy" and "electric vehicles," paving the way for a more sustainable and efficient energy future.
According to the pilot program design, the collaborative and interactive smart energy pilot project of "New Energy + Electric Vehicles" leverages three major platform systems—Smart Vehicle Network, Power Trading, and Electricity Usage Information Collection—to enable intelligent information exchange and seamless business integration among five types of market participants: the dispatch center, trading center, charging transaction agents, charging pile operators, and electric vehicle owners. By precisely guiding electric vehicles to increase their charging demand during periods of curtailed wind and solar power due to low electricity prices generated through market transactions, the initiative ensures that new-energy vehicles can access affordable green electricity, while helping new-energy power enterprises reduce—or even eliminate—their curtailment of wind and solar energy. This approach ultimately creates a win-win outcome for all stakeholders.
It is understood that the collaborative and intelligent energy project integrating "new energy + electric vehicles" will proceed in two phases: a pilot phase and a promotion phase. The pilot construction phase began after June 2020. This phase involves four key steps: expert validation, implementation of medium- to long-term trading, simulated trial operations, and finally, formal operation. During this phase, bus depots and typical public charging stations—those meeting trading criteria—will be aggregated to facilitate basic electricity trading through "medium- to long-term direct transactions." Meanwhile, responsive green power trading will be conducted using a mechanism that sets "monthly listed transaction pre-clearing prices" and settles responsive power volumes on a day-ahead basis. These measures aim to achieve efficient data exchange and seamless source-load interaction, while continuously refining both market mechanisms and the technical support capabilities. The pilot phase is expected to enter full-scale operation by the end of September, with the promotion phase set to roll out comprehensively once conditions are fully matured.
