Yang Yongxiu of China FAW Proposes at the 2026 Two Sessions: Strengthening the Cultivation of Highly Skilled Talent in the Automotive Sector
During the 2026 Two Sessions, Yang Yongxiu, a deputy to the National People’s Congress, chief skills master at China FAW, and chief technician of the Prototyping Department at the R&D Institute, focused on two key issues—high-quality development of the intelligent and connected vehicle industry and the building of a pool of highly skilled talent—and put forward concrete proposals and recommendations. Drawing on his hands-on, artisanal expertise from the front lines, he submitted pragmatic solutions to bolster China’s drive to become a leading automotive power.

Yang Yongxiu recommends systematically addressing the bottlenecks hindering the development of intelligent connected vehicles by focusing on vehicle–road–cloud integration, independent and controllable key core technologies, and collaborative innovation across the industry. This can be achieved through pilot demonstration projects, standardization, and policy support, thereby driving the industry’s transformation toward greater intelligence, sustainability, and integration.
In terms of talent development, he proposed strengthening the cultivation of highly skilled professionals in the field of intelligent, connected, and new-energy vehicles; improving the industry–education integration system; ensuring smooth career advancement pathways for skilled personnel; and intensifying talent development in emerging areas. The tactile sensitivity, accumulated experience, and precision control inherent in the craftsmanship of master artisans constitute the very soul that cannot be replicated by state-of-the-art intelligent equipment; conversely, frontier technologies such as smart manufacturing, intelligent connectivity, and new energy open up new horizons for traditional skills. Only by effectively integrating the time-honored expertise of master craftsmen with new processes, new equipment, and new algorithms can we truly achieve the leap from conventional manufacturing to intelligent manufacturing.
The establishment of skill master studios adheres to the principle of leveraging problem-solving to build teams and using projects to cultivate talent, integrating the breakthrough of “bottleneck” core technologies with the development of versatile professionals. To this end, mechanisms have been put in place for publicly soliciting solutions to difficult challenges, pairing mentors with apprentices, fostering industry–education collaboration, and institutionalizing research outcomes. In the process of tackling technical bottlenecks, process methodologies, operational know-how, and innovative approaches are distilled into standards, academic papers, and patents, thereby creating a replicable and scalable model for talent development and technological innovation.
